We influence national policy, share good practice, and support primary care leaders to deliver a strong and vibrant future for primary care.

Our priorities

We have agreed a number of key priorities for 2025/26:

  1. Being the national voice for primary care at scale and building a new offer for primary care provider collaboratives: Influencing government and national stakeholders on the role of primary care collaboratives/at-scale providers. Supporting those in leadership roles to build a strong role for primary care and through our improvement and leadership offers help them to develop their infrastructure, enhance their capacity and capabilities for at-scale working.
  2. Support the prevention of disease through increased vaccination uptake: Improving understanding of vaccination uptake and variance, identifying gaps and success factors in existing vaccination delivery models.
  3. Supporting the development of integrated neighbourhood working: Working with commissioners and providers across health and social care to implement effective neighbourhood approaches. Ensuring the voice and role of communities is at the heart through our partnership with Local Trust.
  4. Building on the success of our primary care leadership programmes: Across all systems in the south east and in Greater Manchester, growing our leadership offer to support primary care leadership capability in place and system. 

Our ongoing work includes:

  • Integrated neighbourhood working

    We have been a leading voice on the importance of integrated neighbourhood working. Our work in this area focuses on three main strands: policy and influencing, communities of practice and action research.  

    Policy and influencing 

    • In October 2024, we published two key reports — The case for neighbourhood health and care' and 'Working better together in neighbourhoods' — in partnership with Local Trust and PPL. These were accompanied by a series of case studies and additional resources.
    • Our April 2025 report, Resetting the Relationship: Towards a Social Model of Health Creation and Care, further explores the evolving landscape of neighbourhood-based health and care.
    • In November 2024, alongside NHS England's south east regional team we hosted a conference for colleagues from across the south-east to learn from each other’s experience of community working, to build a collective vision for care closer to home. The event was attended by over 160 delegates including national and regional NHS policy leads, representatives from ICBs, local authorities, primary care, public health and voluntary, community and social enterprises.
    • In April 2025, we hosted over 400 primary and community care leaders in Birmingham, bringing together health and care professionals alongside national and local experts and inspirational speakers to look to the future of care closer to home.
    • In June 2025, we hosted sessions at NHS ConfedExpo where our vision for neighbourhood health was highlighted. We presented our position to representatives from NHS England, the Department of Health and Social Care, the Cabinet Office and Ministry of Housing, Communities and Local Government. We also met with Sir John Oldham, strategic advisor to the secretary of state, and the secretary of state himself, Wes Streeting, to share our views on neighbourhood health.

    Communities of practice 

    • Launched our integrated neighbourhood working community of practice, bringing together primary care leaders from across the country as part of a peer support network. Through a series of action learning sets, participants are addressing the challenges of neighbourhood working and exploring practical ways to overcome them.
    • The wider community of practice includes those leading the development of neighbourhood health at place, community provider and at a PCN level, with a focus on strengthening leadership skills. The first face-to-face joint learning set took place in July 2025.

    Action research 

    • In collaboration with Local Trust, the Innovation Unit and Health Innovation South West, phase one (April – September 2025) of the 18-month action research programme sees six Big Local and legacy areas develop ‘road maps’.
    • Health Innovation South West, the evaluators, have begun designing their evaluation ‘logic model’.
  • Amid sweeping NHS reforms, primary care stands at a pivotal crossroads. With radical change comes the opportunity to redefine how care is designed, delivered, and experienced. At the heart of this transformation are primary care provider collaboratives.

    The model ICB blueprint places greater emphasis on provider-led design and delivery, positioning primary care provider collaboratives as a key mechanism for achieving more integrated, community-focused healthcare.

    As a Network, we are actively supporting the national development of primary care provider collaboratives — which we believe are essential to delivering a truly integrated Neighbourhood Health Service and pivotal in shifting care from hospitals into communities, reducing health inequalities, and ensuring all individuals have access to high-quality, local care.

  • As a Network, we are inclusive of the breadth of primary care and support the sector in taking a leading position within integrated care systems.

    With community pharmacy, optometry, dentistry, and audiology now part of our membership, we are uniquely positioned to highlight and demonstrate the potential to shift care out of hospitals and closer to home.

    We do this through a range of activities, including:

    • Ensuring representation from across 'wider primary care' on our Advisory Group to help shape the Network’s strategic priorities
    • Hosting quarterly forum meetings for our community pharmacy, optometry, dentistry, and audiology members
    • Showcasing innovative member work to raise national awareness and influence policy — for example, Suffolk Dental CIC has been featured in The Times for its innovation in dentistry.

  • Implementation of the vaccination strategy

    By April 2026, ICBs must be ready to take on commissioning responsibility for vaccination and immunisation programmes. Ahead of this, and to improve population uptake of vaccinations there is an important need to consider the provision and delivery of vaccination services.

    We are working in partnership with the Association of the British Pharmaceutical Industry (ABPI) and engaging with our members to develop an interactive hub that showcases effective vaccination delivery models across England, along with useful tools and resources.

We ensure members’ voices are at the heart of national decision-making, meeting with politicians, policymakers and opinion-formers to influence change. We represent the full breadth of primary care, inclusive of PCNs, GP Federations, primary care provider collaboratives and at-scale primary care providers including pharmacy, optometry, audiology and dentistry. We're very proud of our ongoing work, co-produced with members, which sets out a vision to re-imagine primary care and the measures it will take to get there.

Our events provide opportunities for our members to hear from key influencers and network with peers. From lunch and learn webinars to in-person conferences,  action learning sets, professional development programmes and private roundables, we facilitate learning and collaoration across the NHS Confederation and beyond. 

We support 

We support members to develop solutions by sharing ideas, insights and best practice with a particular focus on high-quality, integrated and equitable care for patients and service users. We develop programmes, resources, and a number of products to support our members and influence on their behalf. We also have an advisory group of members who provide strategic oversight of the network.
