The legal duties of Net Zero

In line with this, each ICS is required to develop a Green Plan which runs for 3 years and includes systems’ carbon-reduction initiatives as well as outlining system-wide priorities and actions, and how they dovetail with the efforts of primary care, local authorities and other local care partners. Green Plans also include aims to reduce health inequalities and enable economic generation across the country.
NHSE is now refreshing the guidance for Green Plans, but there is still uncertainty about what ICSs’ responsibilities are around net zero and how they can meet these responsibilities. Competing priorities can sometimes limit ICSs’ ability to prioritise system transformation and take action on more strategic issues. However, Green Plan aims to bring organisations together to tackle the climate emergency collectively, which will, in turn, transform the way in which systems work.
This session is chaired by Professor Will Pope, Chair of Suffolk and North Essex ICB, and features speakers: Katherine Calder, Head of Partnerships and Policy Alignment, Greener NHS at NHS England; , Gerard Hanratty Head of Health and a partner at Browne Jacobson; and Dominic Ellett, Programme Director, Together to Zero, Sussex ICB.
The aim is to provide more clarity on systems’ responsibilities around net zero and how ICSs can meet those duties and move towards greener initiatives to improve the quality of future healthcare services.
