On call

Work has been ongoing to ensure NHS organisations have on-call payment arrangements consistent with principles of “equal pay for work" of equal value.

It was agreed that the UK wide on-call review group should develop a set of UK wide principles to support local partnerships in harmonising the on-call arrangements in their organisation.  

It was agreed that local negotiations involving staff representatives and managers with first-hand knowledge and experience of on-call in operational situations is the best way for local partnerships to ensure that agreements meet local needs. 

In Wales it was agreed that negotiations should take place on a Wales wide level, and a project was set up under the auspices of the Welsh Partnership Forum Business Committee to achieve this.  The overall aim of the project was to ensure that NHS organisations in Wales have in place on-call payment arrangements that support the delivery of cost effective and clinically safe patterns of service delivery and that they are consistent with the principles of “equal pay for work of equal value”. The effect of this is that schemes agreed in Wales should provide consistent payments to staff on the same pay band that undertake the same pattern of on-call work.

A joint negotiating committee was set up develop an All Wales agreement.
Following extensive negotiations, it was agreed that new payment arrangements will be implemented in line with the principles set out in the draft agreement from 1 July 2012.

The current On Call Allowances were issued for a 3-year period in September 2018.

The joint negotiating committee continued to meet in the form of a reference group to support implementation.

Yng Nghymru cytunwyd y dylid cynnal trafodaethau ledled y wlad, a sefydlwyd prosiect o dan nawdd Pwyllgor Busnes Fforwm Partneriaeth Cymru i gyflawni hyn. Nod cyffredinol y prosiect oedd sicrhau bod gan sefydliadau’r GIG yng Nghymru drefniadau talu ar alwad ar waith sy’n ategu’r broses o gyflwyno patrymau darparu gwasanaeth costeffeithiol a diogel o safbwynt clinigol, a’u bod yn gyson ag egwyddorion “cyflog cyfartal am waith o werth cyfartal”. Effaith hyn yw y dylai cynlluniau y cytunir arnynt yng Nghymru ddarparu taliadau cyson i staff ar yr un band cyflog sy’n gwneud yr un patrwm o waith ar alwad.

Sefydlwyd cyd-bwyllgor trafod telerau i ddatblygu cytundeb Cymru Gyfan.
Yn dilyn trafodaethau helaeth, cytunwyd y bydd trefniadau talu newydd yn cael eu gweithredu yn unol â’r egwyddorion a nodwyd yn y cytundeb drafft o 1 Gorffennaf 2012.

Cyhoeddwyd y lwfansau ar-alwad am gyfnod o tri mlynedd ym mis Medi 2018.
