Tom Kark QC and Jane Russell assess the application of the Fit and Proper Person Test and make recommendations on how it can be improved

This paper scrutinises the application of the Fit and Proper Person Test for senior managers in the NHS. It finds that it had been inconsistently applied and that confusion and complacency over what the test constitutes and how to apply it are endangering patient safety and staff morale. In response, it suggests measures including; the creation of a regulator for board-level directors in the NHS, expansion of the test to commissioners and the creation of a central database for directors.

The three think tanks look at the challenges facing the health and care workforce and offer a series of recommendations on how to meet them

The paper examines the current state of the workforce, making recommendations in five key areas. Key recommendations include the restoration of financial support for nurses in training, urgent action on pension changes, redesign of the workforce including expanding pharmacy, therapy and paramedic roles, and driving international recruitment in the short term. These, it argues, will be the only way to meet failing recruitment and retention rates.

The British Red Cross look at variation between hospital discharges to home settings and the impact on recovery

This review looks at patients’ experience in hospital, during discharge and at home to determine what impact each stage of a care pathway has on an individual’s chances of recovery. It finds a correlation between poor planning and deterioration in one or more independence factors used to measure patient wellbeing. The report recommends actively considering the implications of any action or decision on a patient’s long-term recovery, encouraging patients to take a proactive role in their own care and helping patients to thrive rather than cope after discharge.
