"Zoë has held senior leadership roles across policing, health, and local government, with a longstanding commitment to improving mental health services and strengthening public service outcomes.

Since January 2022, she has been Chair of Norfolk and Suffolk NHS Foundation Trust, a large Mental Health Trust. Zoë joined at a time of significant difficulty and has played a central role in the Trust’s improvement journey, supporting its exit from special measures for the first time in nearly ten years.

She also serves as Chair of the Police Remuneration Review Body and sits on the Board of Transport for London. Zoë has a clear focus on driving accountability and building effective partnerships across complex systems. Previously, Zoë was HM Inspector of Constabulary, where she led independent inspections of police forces across England and Wales. She has also worked as a broadcaster and commentator on public policy, justice, and issues affecting women and girls, particularly violence against women.

Zoë is a passionate and outspoken advocate for mental health who is unafraid to stand up for the sector, even when it is politically difficult or competing within a crowded NHS landscape."

Zoë has been involved with the NHS Confederation as board member for our Mental Health Network.
