Stuart Moore

Equality, Diversity and Inclusion Lead (Education and Training), NHS England

Stuart is a director of the National Association of Disabled Staff Networks (CIC) and a member of the Disabled NHS Directors Network

Stuart has worked on the themes of equality, diversity and inclusion for 20 years. Prior to joining the NHS, Stuart’s career included diversity adviser roles at the Cabinet Office, and the Equality Challenge Unit, the equality body for higher education. Stuart also spent six years at Health Education England, including time as their national diversity and inclusion manager, leading on the creation and delivery of the HEE EDI strategic framework.

Stuart joined NHS England in 2019 as senior manager of the Workforce Disability Equality Standard (WDES), with operational leadership on work to further disability inclusion across the NHS workforce. More recently, Stuart has been appointed as EDI lead within the Workforce, Training and Education directorate led by Navina Evans (NHS chief workforce officer). Stuart is leading work to create an apprenticeship diploma for EDI leads working within the healthcare sector.

Stuart is a published researcher with an interest in dual discrimination, the socio-economic duty and how the NHS can make the right to equal pay effective on the basis of both race and disability. Stuart welcomes the government’s commitment to explore new avenues for tackling race and disability equal pay claims, including through the ability to make comparisons with colleagues doing work that is different, but of equal value.
