Samantha is a senior NHS leader with a distinguished career spanning system, regional and national leadership roles. 

She brings expertise in driving complex large-scale cultural transformation programmes, advancing inclusive workforce strategies and improving outcomes for both staff and communities. 

Before joining the NHS Confederation, she served as the National Deputy Head of Policy for equality, diversity and inclusion (EDI) at NHS England where her team led the development of the inaugural NHS EDI Workforce Improvement Plan, a landmark framework that has set a new standard of practice for EDI in healthcare.

As the former London Regional EDI Lead, she provided strategic leadership for EDI activity across the capital.  

During the COVID-19 pandemic, she co-authored the NHS London Workforce Race Strategy and led its national implementation, launching several flagship initiatives that continue to shape inclusive practice. 

Her leadership is defined by authenticity, boldness, and a commitment to bridging the gap between policy ambition and lived experience.

Beyond healthcare, she serves as a Board Chair in the education sector, championing inclusive leadership and cross-sector collaboration.
