Head of Health Intergration, Herfordshire County Council

Fiona Tearle is a senior leader in health and social care integration, with a proven track record in delivering complex transformation programmes across multi-agency systems. 

As the head of service for Integrated Health at Hertfordshire County Council, Fiona leads strategic initiatives that connect health and social care, driving improvements in population outcomes, fostering sustainable change and enhancing relationships to achieve better outcomes and reduce demand. She oversees the Better Care Fund and leads a large project management team, ensuring alignment across NHS, local government and voluntary sector partners within the Herts and West Essex Integrated Care System.

With over eighteen years of experience operating in partnership and system environments across national and local government, the NHS, voluntary sector and the police, Fiona has successfully delivered joint operational and strategic transformations and change across organisations. Her work spans various areas,  including older adult care, children’s services, learning and physical disabilities, mental health, urgent and emergency care, cancer services and major incident and system resilience planning.

Fiona holds an MSc in Public Sector Leadership and Management and a postgraduate certificate in Healthcare Leadership from the NHS Mary Seacole Programme. 

She is passionate about creating integrated, person-centred systems that deliver better health and wellbeing for communities.
