Reinforcing value-based healthcare

Value is part of a strategic and rational approach to healthcare, which supports the right culture and enables the right behaviours and relationships to develop. 

We have been involved extensively on this issue in the last two years and working closely with the Academy of Medical Royal Colleges on being system leaders in supporting the NHS to balance quality and finance.

In doing so, we have brought together a large amount of research to show how factors such as relationships, behaviours and environment influence decisions that impact on the value delivered and how this extends beyond Whitehall to the front line. 

A better understanding of this balancing act, how considerations about quality and finance can complement rather than compete with each other, will help the NHS prepare and change to meet the needs of the populations health.  

What we're doing

  • Decisions of Value is a project, commissioned by the Department of Health and led by the Academy of Medical Royal Colleges and the NHS Confederation. It spent six months studying what influences how decisions are made, focusing on decisions that impact on quality and finance. The project's findings have emphasised the importance of the cultural, rather than structural, changes needed to move towards delivering better value. It presents insights into how people interact in the NHS and the crucial factors affecting how they operate within a particular context. 
  • We hosted the inaugural NHS Value Lecture in June 2015 and were delighted that Prof Sir Muir Gray gave the first address. This presentation has been published as a briefing, which highlights the importance of establishing a culture of stewardship in the NHS and the need for leaders to take responsibility for the value and sustainability of NHS services.
  • We are working to bring together senior clinical leaders to understand their perspectives on finance and to improve clinical engagement in areas, such as the NHS payment system. In September 2015, we hosted a roundtable with the top clinical leaders in the country and developed a number of conclusions and next steps, which we will develop further.
  • We are supporting other programmes on value to ensure our findings and members’ views are shared across the NHS. This includes being members of the Academy of Medical Royal College’s steering group on the Choosing Wisely initiative and the delivering group of the Best Possible Value strand of the NHS Future Focused Finance initiative.

The announcement by the Secretary of State of a raft of measures designed to improve the mental health of NHS staff is an important and welcome one. It is a first step in the NHS making good on the NHS Ten Year Plan's desire to see employers having "a key role to play in supporting their staff to stay well and in work.” Given the higher than average sickness rates in the NHS compared to other public sector organisations, Peter Molyneux, chair of Sussex Partnership NHS Foundation Trust, explains why it is important that the NHS sets the standard.
