Accountability seminar, London, 9 July 2008

Following on from our previous report Principles for Accountability the PCT Network held a seminar to explore local accountability further with a particular emphasis on the pros and cons in setting up and running membership schemes, building on the experience of Foundation Trusts and aspirant Community Foundation Trusts. World class commissioning: making it a reality, Thursday 19 June, Manchester - NHS shaken not stirred

At the NHS Confederation annual conference in June 2008, Mark Britnell, director general of commissioning and system management at the Department of Health (DH) said the DH does not envisage any more full scale reorganisations in the medium term but that PCT leaders should focus on the forthcoming World Class Commissioning Framework.

He told delegates the 11 competences in the new competency framework would be designed to 'shake and not stir'. He further encouraged delegates to engage fully with the new Competency Framework and said that panel reviews would examine content and vision rather than process and structure. He said the Compliance Handbook would get boards thinking about 'buying, building and sharing with the private sector', which in turn would promote and spark talent nationally and encourage acceleration to a clear focus on outcomes.

Mr Britnell outlined his top tips for success:

  • Resist defensiveness
  • Be clear about your vision, story and objectives - a proposed Today programme 1 minute sound bite can be useful as a test
  • Training and support for the panel is vital

PCT Network 2nd Annual General Meeting, 18 June 2008

At the NHS Confederation annual conference and exhibition in June 2008, the PCT Network hosted its second AGM. There were useful table discussions on the Network's top priority work areas and a lively Q&A session with David Stout, Director of the PCT Network.There was a large turn-out so thank you to everyone who attended and contributed; suggestions from the discussions will be discussed at the next PCT board meeting 10 July 2008. London membership meeting, confidential forum with David Stout, PCT Network director, 21 May, London


PCT Network director, David Stout, hosted a confidential forum for PCT members after the main London membership meeting on 21 May 2008. David gave a detailed update on the work of the PCT Network, and encouraged members to have a say on the future and current work programmes and give feed back to the Network on national and local issues. East Midlands membership meeting, confidential forum with David Stout, 30 April, Nottingham


PCT Network director, David Stout, hosted a confidential forum for PCT members after the main East Midlands membership meeting on 30 April. The confidential forum ran between 1.30pm and 3pm and providde a chance to hear a detailed update on the work of the PCT Network, and gave feedback to the Network on national and local issues. Healthcare Commission meeting, 22 April, London

PCT Provider services: New directions, London, 17 April 2008

The PCT Network hosted this interactive workshop for executive and non-executive leaders of PCT provider services to identify priorities at a national level and help shape the future direction of provider services.

Delegates heard the latest thinking on national policy and from PCTs already developing new organisational models including community foundation trusts and social enterprise. The PCT Network team are currently working on the outputs from this event and will be in touch with members soon with more information. PCT Network one year on reception, 10 March 2008

The PCT chairs forum provides the opportunity to network nationally with colleagues and hear from key high profile speakers on the latest primary care policy issues. At this meeting delegates heard the latest on world class commissioning from Mark Britnell, DH Director General of Commissioning & System Management and Glen Mason, DH Director of Social Care Leadership. David Stout, PCT Network director, also updated delegates on the work of the PCT Network

PCT Network conference, 5 March 2008


The PCT Network's first national conference was held in London with 150 delegates in attendance. In his keynote address, Alan Johnson MP, Secretary of State for Health, set out his vision for the future of primary care. He highlighted that while access was an important issue for patients, he was keen to widen the debate to include more aspects of primary care. He also announced that the Framework for External Support for Commissioners (FESC) would be opened up to all primary care trusts that need it.
