The NHS Confederation is the independent membership body for the full range of organisations that make up today’s NHS.

The Primary Care Trust Network (PCTN) was established as part of the NHS Confederation to provide a distinct voice for PCTs in England.

We aim to improve the system for patients and staff by raising the profile of the issues affecting PCTs and strengthening the influence of PCT members.

We have an independent board elected by its members. The board meets every two months and is made up of PCT chief executives and PCT chairs from around the country.

David Stout is the director of the PCT Network. He oversees a dedicated team of staff and steers the work programme on behalf of PCTN members.

Our vision
Primary care trusts (PCTs) are at the heart of the local NHS. They hold the purse strings for the majority of NHS resources for their local population. Their role as commissioners is to be advocates for patients and custodians for tax payers.

Our work is driven by a commitment to enhancing the reputation of PCTs within the NHS and wider stakeholders.

Get involved
The PCT Network work programme provides a range of involvement opportunities for network member to participate in including events, seminars, workshops and dinners, in addition to the wider Confederation work. Members are updated on opportunities through regular electronic bulletins.

Become a member
Membership is open to all PCTs that are already member organisations of the Confederation. Currently 90% of PCTs across England belong to the network, and we look forward to growing membership over the coming year.

About primary care trusts
Primary care trusts (PCTs) are the cornerstone of the NHS locally. Their equivalents in Scotland, community health partnerships, manage primary and community health services, as do local health boards in Wales. Northern Ireland is proposing to create seven local commissioning groups that will be driven by GPs.

PCTN responds to draft mental health contract consultation
David Stout’s letter to Bob Rickets, sets out the PCT Network’s response to the draft mental health contract following consultation with our members. Comments include general support for a standard contract for mental health services but disappointment that the draft contract has not included many mental health specific priorities and may lack real meaning and resonance for mental health providers and commissioners. There is also concern that the approach does not take sufficient account of integrated health and social care arrangements. Read more
Integrated Care Pilot Programme
The DH has announced that it plans to publish the final prospectus inviting applications to become integrated care pilots in mid-October. The prospectus will be published on the DH website. For more information please email integratedcare@dh.gsi.gov.uk

Work updates
CQUIN workshop 29th September
PCT Network members attended a meeting at the Department of Health to discuss the proposed CQUIN (Commissioning for Quality and Innovation) scheme. After a presentation by the DH participants broke into groups to discuss CQUIN using questions on the areas: principles; roles and responsibilities; implementation; and implications for providers. The presentation and a note of the meeting will be available in the next In Touch newsletter.

Delegates at an event The second Primary Care Trust Network annual conference, World Class Commissioning, World Class Health, on 22 January 2009 in London. The conference will showcase PCTs driving improvements in the quality of care and improved health outcomes through commissioning.
