Press release: NHS Confederation responds to NAO report on clinical suspensions
06 Nov 2003
The NHS Confederation recognises that the current system of clinical suspension needs to be improved, as highlighted in today's National Audit Office's report into the management of suspension of clinical staff. However, it is vital that trusts retain the power to suspend staff in order to protect patient safety and in cases of misconduct.
Alastair Henderson, Policy Manager at the NHS Confederation, said: "This report identifies the key issues. However, these are being addressed by the NHS. We recognise that in the past suspension may have been used too readily. Lengthy suspension of clinical staff is not good for the service or for the individuals involved, but the current system is not conducive to a quick and efficient resolution of the issue."
"Despite this, it is crucial to recognise that suspension is a necessary power for trusts that must be used where patient safety is at risk or there are questions of misconduct. The suspension of doctors is always a complex and difficult issue, but instances where the clinician involved is cleared do not mean that the original suspension was the wrong move."
Alastair added: "We want to see a reduction in the number and length of suspensions and fully support the proposed new framework between the Government and the BMA to achieve this. NHS organisations also appreciate the work already being undertaken by the National Clinical Assessment Authority to assist trusts with difficulties with doctors."
