PRIMARY CARE TRUSTS: CAN THEY DELIVER ON PUBLIC HEALTH?

Speaking on the eve of the launch of the All Party Parliamentary Group on Primary Care and Public Health's report, entitled "Primary Care Trusts: can they deliver on public health?" the co-chair and joint founder of group, Dr Howard Stoate MP said, "the radical steps being taken to change the structure of public health and redefine the function offer a major opportunity for Primary Care Trusts (PCTs) to lead the improvement of the health of a population and reduce health inequalities."
"With an appropriate investment in their organisational capacities PCTs have the potential to deliver positive outcomes to local communities," he says. "However, if their success is to be ensured PCTs must develop effective local partnerships. To maximise the skills available, it is vital that all stakeholders are involved in the planning and delivery of health improvement."
Dr Stoate continued, "PCTs must be allowed the space and capacity to establish their own priorities. Their focus should be upon their local populations and priorities must to be set to meet their needs."
