Press release: NHS Confederation welcomes detailed guide on Foundations

The NHS Confederation today welcomed the publication of a new detailed guide on Foundations as a thoughtful clarification of some of the implementation issues that have concerned NHS management and been pressed by the Confederation.
Nigel Edwards, Policy Director at the NHS Confederation stated, "Foundations are a step in the right direction towards a more decentralised NHS. The principle behind the concept is the right one."
"Today's guide gives us confidence that Foundations will be created thoughtfully, involving the health economy and local community. We welcome the new mix of incentives, particularly new freedoms and support for two-star and zero-star rated hospitals."
Mr Edwards stressed, "The government has made a commitment to a primary care led NHS. The next challenge is to make sure we are strengthening and developing PCTs and their commissioning function to truly put primary care in the driving seat and to deliver more integrated care for patients."
