Press release: NHS organisations call for culture change to transform adult social care services
21 Mar 2002
NHS leaders say that the rest need to learn from the best if bold aspirations to transform adult social care services are to be realised.
The NHS Confederation, which represents more than 90% of NHS organisations throughout the UK, is responding to today's publication of the adult social care green paper Independence, Well-being and Choice: our vision for the future of social care for adults in England.
Chief Executive Dr Gill Morgan says: "There are already some really exciting examples of good integrated services which are offering personalised and responsive services for users and carers.
"Primary care trusts are central to the local strategic partnerships which are vital to the delivery of improved social care services for some of the most vulnerable people in our society.
"I am sure that NHS organisations will wish to take this opportunity to contribute fully to the consultation process on the green paper so that it can achieve its primary aim of services that are better integrated around the needs of the people who use them."
Dr Morgan made a plea for primary care trusts to be able to focus their attention on meeting the challenges of the green paper.
She said: "A key part of this agenda will be ensuring that PCTs do not find their time diverted by yet more focus on structural changes and mergers so that they can concentrate on developing local strategic partnerships to deliver service changes - those partnerships need to be given time to develop trust and good working relationships."
The NHS Confederation is part of the Interagency Group on Adult Social Care, a coalition of 14 organisations representing service users, carers, communities and staff who are calling for a shift of focus from acute care to prevention in social care services.
