In September 2007 the NHS European Office was set up to inform NHS organisations of key EU developments and to promote the priorities and interests of the NHS to the European Institutions.

The Office is funded by the 10 Strategic Health Authorities and part of the NHS Confederation.

Events
The NHS European Office organises and participates in events across the UK and Brussels in order to promote the work of the NHS at European level, and to raise awareness of EU developments impacting on the NHS.

European Partners
The Office works in partnership with a number of organisations in the UK and abroad. These partnerships are an important way of sharing information with healthcare related organisations across Europe, and of reinforcing our views on legislative and policy developments at European level.

Get involved
The NHS European Office monitors and engages with EU developments which have an impact on the NHS. This may be in the form of developing position papers and lobbying, and through responding to EU Consultations. In order to represent the NHS effectively we rely on the involvement of NHS professionals for their expertise in specific areas of work.

Key issues
EU rules tackling pollution (IPPC)
The European Commission has proposed a revision to EU rules to tackle pollution which will include a number of NHS hospitals for the 1st time. The NHS hospitals covered by the proposals are those with boilers and generators that have a capacity over a certain threshold. The proposal links operating permits to use of the most effective techniques for tackling pollution. It will also involve new monitoring, reporting and inspection requirements for the NHS. Read more
EU Public Health Programme: Funding for projects
The European Commission has issued a call for proposals on projects to be funded under the European Public Health Programme, which will run from 2008–2013. The Programme will support initiatives which improve citizens' health security, promote health, reduce health inequalities, and generate and disseminate health information and knowledge. The deadline for submitting proposals is 23 May 2008. Read more
EU Cross Border Care Directive
The European Commission is expected to publish a proposal clarifying patients' entitlements to access healthcare in another EU country, and to have that care reimbursed by the NHS on their return home Read more
EU Emissions Trading
In January 2008, the European Commission proposed an unprecedented package of measures to tackle climate change. As part of this, the Commission is proposing a revision of the European Emissions Trading Scheme (ETS) which will have implications for a number of NHS trusts. Read more
EU Consultations
EU consults on improving energy efficiency in buildings
The European Commission has launched a consultation on how to improve energy efficiency in buildings in view of legislative proposals due at the end of the year. The NHS European Office is coordinating a response. Read more

The European Commission has launched a public consultation on patient safety. Read more

Pharmaceuticals The NHS European Office has responded to an EU consultation on the provision of information to patients on prescription only medicinal products. Read more

Events
The NHS European Office Reception at the European Parliament
The Office is organising a Reception in the European Parliament, Brussels, on Wednesday 10 September. The event will be hosted by a cross-party group of MEPs. High-level representatives of the NHS will attend and senior delegates from the EU Institutions and key stakeholders will be invited. The event will promote the Office and its work to the wider Brussels community and will present an opportunity for NHS colleagues to discuss EU developments impacting on the NHS.
