The Health Foundation is looking to understand how PCTs and clinical commissioning groups (CCGS) are developing commissioning capability in the NHS and what different stakeholders think the priorities are for development.
Meeting the needs of the NHS
This is to help The Health Foundation ensure that it does not commission research and development that is duplicative or which does not fit the needs of the NHS.
Researchers are keen to know in particular where attempts are being made to use novel approaches in:
- Analysing need
- Prioritising investment
- Involving patients and/or the public in making commissioning decisions
Methods being developed by PCTs/CCGs/providers of services might include:
- Programme budget marginal analysis
- Using cost effectiveness, QALYs, DALYs etc and other technical approaches
- Decision conferences, citizens’ juries and other deliberative methods
Approaches to commissioning development
They are also interested in the approaches being taken to commissioning development more generally:
- General development activity
- Personal development and leadership
- Organisational development
- The development of capabilities such as information analysis, effectiveness, pathway redesign
